Taking apart the sites that you mention as examples from the html and 
javascript perspective is not too hard. It is a good idea to suggest 
looking at http://tile.openstreetmap.nl (view source with CTRL-U in 
firefox) and by extension http://openfietskaart.nl/index.html. There are 
people in the Netherlands that host this server and can be reached on the 
talk-nl mailinglist and through the IRC #osm-nl for technical osm related 
things. And please have them post here too of course :)

When these people want to start rendering their own layers on top of 
openstreetmap data as a first attempt, they must look into a combination 
of mapnik + mod_tile + apache http server. mapnik is able to read data 
from shape files, postgres/postgis database, gdal, ogr and some more data 
sources.
