Don't look too much at my Belgian Roads page for the signs F99a/b/c by the 
way, as it's not entirely correct. A road signed with F99a allows cars to 
parcels next to the road (and it would thus be highway=unclassified or 
something if there are indeed cars using it to go to those parcels -- usually 
that's not the case though and highway=path is sufficient), and that's not 
really reflected there. And on the other hand a F99c may be too narrow for a 
regular vehicle (where it would become highway=path) (*). So the F99 series 
needs to make a distinction there, and I have to put that on that page still.

(*) There is a similar issue with living streets (woonstraten), where several 
paths where cars can't come can be designated as a living street. But current 
tagging method of using highway=living_street isn't possible there...
