[OSM-talk-be] tagging of bus routes that are following a deviation

Hi Jo,

I think this is the same as for other 'temporary' changes. We had the
discussion before for 'temporary' changes near St.Jacobsmarkt in Antwerpen
where temporary means longer than 3 years...

- if the change lasts long enough
- and if the person that makes the temporary change in OSM is able to follow
up the situation

the change could/should be mapped.

If it is only a change for a short (some weeks, months) period, or if the
risk is there that the temporary situation would not be corrected in OSM
after it is done, it is probably better to leave the 'normal' situation in
OSM.
