Even if I have to admit that I sympathise with Pol's  action, there is
clearly no permission so it is a clear no go. Too bad.

You can certainly let the data inspire you to find all antennas and
get the coordinates by yourself, but it is hard to believe you did if
the data correspond to the ibpt data until the last digit. And no, if
you have tomorrow a dataset with the digits a bit scrambled it is not
very convincing that you got the coordinates by yourself either.

According to me Google is irrelevant here. I suppose that only
concerns the Google data (i.e. background map)

I can certainly understand that you went after the data. I also have
some datasets that I "found" somewhere and am not supposed to have.
Use them for yourself if you wish, we won't stop you, but don't put
the work of the whole OSM community in danger by importing them into
OSM.
