Indeed, whoever maps first decides in Brussels. Only in the facility
communities in Flanders and Wallonia the official language is placed
first as a rule.

In OSM terms systematically changing the order qualifies as vandalism.
We're not doing politics here.

That said, make sure this user is not doing this due to some
misunderstandings. The two examples above aren't enough for me to
blame him for doing malicious things, but I haven't checked his entire
history.
