FWIW, these edits make no sense at all (Institut Saint-André is a
francophone school: http://www.isaxl.be/drupal/ and "Hopital
d'Ixelles/Hospitaal van Elsene" is a duplicate of the better-named
"Centre hospitalier Etterbeek-Ixelles - Ziekenhuizencentrum
Etterbeek-Elsene".

I've looked at his edit history and most of his edits *in the Brussels
area* between 2011-07-11 and 2011-07-21 are akin to vandalism. His
other contributions (mainly in Limburg) look fine and numerous though.
Maybe he was upset about something and got carried away?

This doesn't look easy to sort out, I think you may have to review his
edits during this period one by one and revert only when appropriate.
