[OSM-talk-be] unmapped of December

Oosterzele had 13334 inhabitants on 1/1/10

Between 10000 and 100000 should be mapped as "town"

The present tag is correct. But we need only 12 more nodes to move it
up to sparsely mapped. That can't be hard.
