Actually, access=permissive doesn't make much sense as a tag anyway. The 
public either has access to the road or it doesn't. A road owned by someone 
who makes it open for everyone is a public road (that's why the traffic code 
is also in effect on parking lots of supermarkets for example). If you need 
special permits then the roads become access=private.

So basically, for roads in a parking: don't bother adding access tags.
