But as you mention, you can only use the name tags if there is no proper name
(and it's also bending the meaning of the name tag, because those aren't
names). So also use the other tags:
vicinal_ref=* for the number
vicinal_type=road/path for buurtweg (chemin) / voetweg (sentier) (*)
On municipality boundaries where the same road has two numbers, I use
vicinal_ref:left=* and vicinal_ref:right=*

Well, buurtwegen are actual streets, so that's not surprising (and when the
atlas was made the streets in town and village centers also got buurtweg
numbers). And if the atlas would have been kept up to date like it should
have, then every street today would have a number...

(*) not really that important, since many paths have become roads over time
without the designation changing, but a fun extra tag.
