I've been reading this, rereading this and thinking about this, but I
really fail to find anything about "formally published" in the law.
Copyright ends either 70 years after the dead of the author or 70
years after it "op geoorloofde wijze voor het publiek toegankelijk is
gemaakt" (in French: "licitement rendue accessible au public").
In every community the atlas has been made accessible to the public
between 1842 and 1845.
It would even rather be discussable if there is copyright on the
atlas, by article 8, 2nd paragraph of the Wet betreffende het
auteursrecht en de naburige rechten/Loi relative au droit d'auteur et
aux droits voisins: "Er bestaat geen auteursrecht op officiële akten
van de overheid" (in French: "Les actes officiels de l'autorité ne
donnent pas lieu au droit d'auteur")
