Indeed, you have to break up the roads. The original road will become
shorter and a new road will be created with the same properties. Then you
can add the new maxspeed restriction and add the parts to the relevant
route relations.

In Potlatch you would use x for that.

Once you start working more intensively with relations, it may be a good
idea to look into using JOSM. It's a lot easier to keep an overview.
