No extra tags please, C3 with destination traffic is just access=destination, 
no other tags (mappers won't put them all in anyway). If they change the 
traffic code tomorrow so it allows all mopeds as well, we'd have to go after 
each road and check its tags again. The optimal method of tagging is still one 
sign (or one bit of information on the sign) = one tag.

These access tags aren't really correct though, it varies on the signs that 
are present. And I'm only talking about the nature reserves which have the 
signs from over here

So the designation=nature_reserve will mean that it's signed using those 
signs.

Its name is actually defined pretty well in our traffic code, there's one name 
for F99a/F99b and one for F99c, and it has that same list of vehicles, 
whatever the icons on the traffic sign are. So a F99a with just pedestrians is 
still a "road reserved for pedestrians, cyclists and horse riders" even though 
the last two aren't allowed (ah, the fun you can have with traffic code :-) )

But yeah, we need something much simpler since the full name is way too error 
prone. But I'm not too sure about just designation=reserved because it's not 
really clear what it means exactly. But I have no alternatives, so it's the 
winning proposal for now :-)
