The guy has also been putting name tags on all the boundary ways. And then 
it's a discussion whether that name should be the 
province/municipality/arrondissement/... in that name. In my opinion those 
boundary ways shouldn't have a name at all.

And it got so far already that his actions clashed into the people who were 
mapping the boundaries in Belgium. They couldn't even finish a boundary or 
verdy_p already changed it. So they now stopped mapping boundaries until this 
is resolved...

Personally, I don't know how to handle this person, I've sent him some 
messages before, but no results thus far. Maybe you can try as well.
