There's no real method that's in use right now to map built-up areas. 
Residential vs unclassified doesn't work at all in these cases. The method 
which is used most often is to map nodes where the traffic signs are, with 
"traffic_sign=city_limit".

There aren't many other options right now. Polygons aren't used for it, and 
would be impossible as well: motorway not part of the built-up area with a 
bridge over it which does belong to it.

You can also map the maxspeed=50, and add a maxspeed:source=built-up_area. 
Sure, there will then be many roads with different maxspeed where that source 
tag cannot be added, but it at least maps the effect of the traffic sign.

Can be done, but then you'll create huge relations in the big cities.
