I agree with Ben. One place I know to be sparsely mapped is Koksijde
(almost no streets have names). But it isn't found by the tool.
Maybe some other algorithm can be proposed. I'm thinking that the number of
nodes generated can mostly be done with areal mapping, but for precise
tags, you need to be there. Well mapped streets have a highway type, a
name, a speed and possibly other attributes, while areal mapped streets
usually just have a type.
You may also find a lot of buildings around those places, but those
buidlings won't have housenumbers or street names.
So maybe you can divide the number of nodes in an area by the number of
tags in a that area found on the objects, and see the result. A high result
means it's aerial mapped, a low result means it's ground mapped.
So you immediately know where it would be best to organise the mapping
party.
