[OSM-talk-be] license plate camera's

Anyone an idea how to tag those cameras:

We have more of those than the usual money makers alongside the roads.   
For the record, they digitalise license plates and match them against a 
database of vehicles with 'issues' (stolen, road tax unpaid, etc ).

The only thing they don't do is record speeding, so taggin it 
highway=speed_camera is useless.
