[OSM-talk-be] Power generation - tag update

We could use OverPass export to fix this at once for Belgium if 
applicable.   Except for what the 3 remaining proposals cover.   Can 
take a stab at this.

Via OverPass export kunnen we dit gemakkelijk aanpassen, afhankelijk of 
het toepasselijk is of niet.   Wil die poging wel wagen, maar dan 
uitgezonderd voor wat de 3 hangende voorstellen betreft.
