A month ago, the right side got a new top layer. It contains more stones
than before.
I had the impression that the left side got the same treatment during the
winter

Not all jaagpaden have the same traffic signs. You should map those as
well. You can use
http://wiki.openstreetmap.org/wiki/User:Eimai/Belgian_Roads#Paths as
inspiration as well.
If you follow those tagging guidelines, it can never be a cycleway.
Typically there is no blue circle with white bicycle.  It should be path
(white circle with red border).

In some cases it is vehicle=permissive (e.g. between Heffen and Zennegat,
the inhabitants are allowed to drive over the jaagpad)
