[OSM-talk-be] Verbodsbord C3

Altijd de situatie op het terrein mappen.
Als er een C3 staat dan map je een C3. Als er een fietsroute over de
weg met de C3 loopt, dan map je de fietsroute over de weg met de C3.
Het is dan aan de gebruikers van de kaart om hetzelfde gezonde
verstand te gebruiken als wie zonder kaart op stap is.
