It looks like there are a few nodes without any tags on the powerline.
The connection between the line's and the bay's.

That's probably what Osmose is complaining about.  I don't see any JOSM
warnings however.

Not too sure if those nodes even need tags, it looks well done compaired
to  http://wiki.openstreetmap.org/wiki/File:Substation-diagram.png

I found more errors in the rest of the download of that area (streetname
typo's, redundant tagging)
