It's made with Openlayers of which I wrote a short explanation here
<http://www.papou.byethost9.com/maps/OpenLayers.html> in the particular
case of POIs.
Openlayers can overlay all sorts of maps.
You could easily make such maps yourselves.
If you look at the source code of my example maps, you will see that the
functions I wrote make it straightforward to add different layers.  (The
server/data types are limited to what I needed; I'd be happy to include
additional functions you would send me).
