[OSM-talk-be] Changed tagging of bus stops of De Lijn/TEC and MIVB/STIB

especially after road works it's worth to check out the positions of the
bus stops. I've also noticed that smaller bus stops, like the ones for
"belbussen" are more likely to be positioned incorrectly.
