In case of doubt, look at taginfo:

http://taginfo.openstreetmap.org/tags/?key=shop&value=jewelry
http://taginfo.openstreetmap.org/tags/?key=shop&value=jewellery

It's clear the former is used more, so it's also the best you use it
(unless you have very strong feelings against shop=jewelry).
