The way to go is to use an Overpass Query for dynamic updates. Just like
http://umap.openstreetmap.fr is doing. The procedure for umap is described
in a blog post of Mappa Mercia
http://www.mappa-mercia.org/2014/09/creating-an-always-up-to-date-map.html

A similar approach is used by some Dutch people, e.g. in
http://mijndev.openstreetmap.nl/~ligfietser/fiets/?map=bugs&zoom=16&lat=52.45636&lon=5.97868&layers=B00000TTTTTTFF
where all data is retrieved via Overpass Queries.


There is another approach that uses GeoJson as format for POI description.
Somewhere I have a link to such a website, but can't find it right now.
So while you say there is not standard, more or more websites are using
GeoJson. I think GIS tools understand this format. Maybe this is the
de-facto standard.

Can't answer you question on OsmAnd. Don't know who's reponsible for making
the file.
