How would this be breaking database rights? First, a drawn map isn't a
database. Second, to be protected under database rights, there has to
be significant expenditure (of time or other resources) in the
creation of the database (not in the mere collection of the data). And
third, database rights are only broken if a substantial part of the
database is copied. Database rights, just like copyright, do not
protect the facts portrayed. Just the form of their collection.
Anything you can write down in a few minutes will not be a problem
with database rights because it will never have the second and third
point at the same time.
Yes, it is better to be safe than sorry, but one should not go into
ridiculousness for that. Otherwise, we first have to remove all houses
and addresses from the database first, because we might get sued for
publishing personal data. It is far-fetched that we ever will, but not
as far-fetched as the situation you sketch.
