[OSM-talk-be] Address evolution in Belgium

Well, Vlaams-Brabant does have a very steady incline. Even steadier than
other provinces, and long before Agiv data was released.

But yes, I do think that one person can do a lot of address mapping, enough
to influence the graph severely.
