[OSM-talk-be] Info for disabled people

It doesn't seem to be there. Of course, when a blind person goes to a
restaurant on their own, in most places it shouldn't be a problem for
service personnel to read the menu out loud, so it should never be a real
issue. OK, I concede that it might be a problem if the person is deaf as
well.
What we maybe ought to have a tag for, is for venues where a guiding dog
would not be welcome. But if those places existed, I'm pretty sure somebody
would already have come up with a tag for it.
Wheelchair accessibility depends on physical limitations related to the
building, multiple stairs, or the need to use a dedicated entrance to get
in, so it's a bit different.
