The problem with this way of tagging access rights for emergency vehicles

Suppose there is a water tank with only permission for emergency, you are
stuck.

while

emergency=water_tank
access= emergency

 works.

That might be a reason to stop using emergency=yes for access and leave the
emergency tag for features. IMHO, we should not combine a tag used for
access rights and for features.


p.s. the example above might not be the best.
