Exactly. My conclusion that slow roads are incomplete in the mail above was
based upon visual inspection in Flanders.

My previous suggestion that you can calculate "completeness" based on way
length is indeed dangerous if you don't take in account things like dual
carriageways being mapped as one or two ways, or biking lanes being a tag
of a road or their own way.
