[OSM-talk-be] OSM in French and Dutch

I'll try to set a basic tile server (limited to Belgium) in French and
Dutch as a proof of concept before SOTM. 

I just discovered that HOTOSM Task Manager is available on Github :
https://github.com/hotosm/osm-tasking-manager2 

I'll also try to host the task manager for Belgium (as a proof of
concept).
