Assuming we indeed wish to implement this proposal (or a modified version of it).
Who and when will this be voted on ? (Proposal is from 2010).

Looking at the discussion on that page, the main beef seems to be in the details.
I also get the feeling we should move this part of the thread of to a more world-wide channel.
