[OSM-talk-be] Road signs for reserved roads in Wiki and JOSM plug-in

I have remarks about roadsign tags in the Belgian Wiki and a requests
for help to add and correct some road signs in the JOSM RoadSigns plug-in:
1.
The tags for road signs F99a
<http://wiki.openstreetmap.org/wiki/File:Belgium-trafficsign-f99a_foot_bicycle_horse.svg>
and F99b
<http://wiki.openstreetmap.org/wiki/File:Belgium-trafficsign-f99b_foot_bicycle.svg>
(rectangular blue signs with apedestrians / abike and eventually a
horse) proposed on OSM_Wiki/Road_signs_in_Belgium
<http://wiki.openstreetmap.org/wiki/Road_signs_in_Belgium#F_Direction_and_information_signs>
are wrong.
The tag /access=destination/is completely wrong for these road
signs. Vehicles only have access by exception, and therefore a
written permission is required. See legal specifications in Dutch
<http://wegcode.be/wetteksten/secties/kb/wegcode/184-art22quinquies>or
in French
<http://code-de-la-route.be/textes-legaux/sections/ar/code-de-la-route/184-art22quinquies>.
This is in contrary to sign F99c
<http://wiki.openstreetmap.org/wiki/File:Belgium-trafficsign-f99c_foot_horse_bicycle.svg>
(that also has a tractor on it). This sign allows the access to
motor vehicles to get to surrounding fields. Some additional
explanation about the difference between F99a/b and F99c see [1].
The tags for F99a and F99b are going to be corrected on the Wiki as
described below, unless there are objections.
2.
As road signs F99a and F99b are often used for tourist cycleways as
RAVeL’s and similar in Wallonie it would be helpful if someone could
add these signs to the JOSM Plug-in: _Road__S__igns _Belgium_._ This
plug-in is a really a help for faster tagging keys by just selecting
a road sign in an overview (and Belgium is one of the 5 countries
where this plug-in exists for) but adding missing road signs to this
plug-in seems to be very complicated.

Pedestrian zone:
the sign used in the plug-in Pedestrian zone shows a bike and this means
that bicycles are allowed at walking pace.
So an additional tag is required: tag key="bicycle" value="yes"
