[OSM-talk-be] old notes: sometimes useful

Good job, Joost!

We can solve that kind of issue by creating a node with "shop=vacant".
That way, we can close the note once and for all.
Moreover, this "vacant" tag is useful when a shop closes down because that way we can keep the node—and preserve the history—instead of removing it.
