I'd map it as:
access:conditional=private @ (Mo-Fr 10:00-15:00); yes @ SH

The "yes @ SH" puts it back to yes on school holidays, because according to https://wiki.osm.org/wiki/Conditional_restrictions#Evaluation_of_conflicting_restrictions, the last rule to match is the one that counts.
