[OSM-talk-be] Where has Brussels UrbIS 2015 aerial imagery gone?

I fixed every URL's for UrbIS (aerial + basemap) and added 2016 aerial 
imagery for JOSM settings : https://josm.openstreetmap.de/wiki/Maps/Belgium
