[OSM-talk-be] SPW PICC, orthophotos and terrain model now available for tracing

Hi,

Thanks to Vincent Bombaerts and the friendly people at the Service Public
de Wallonie, we can finally use some of their most important WMS services
without potential legal issues. They have provided a license granting us
permission to use it for tracing. I've made it available throught the wiki:

https://wiki.openstreetmap.org/wiki/File:OSM_license_for_SPW_WMS_usage.pdf

The license only applies to the mentioned WMS services and does not apply
to vector data. Hopefully this is only the first step of many more!

For us, this can finally put an end the semantic discussions about whether
or not the SPW standard license is compatible with OSM or not.
