[OSM-talk-be] Note tells OSM fails

It's the Metro and the MIVB/STIB uses Crainhem as official name in 
translation for Kraainem.
It is located in Brussels, so name rules of Kraainem (NL first), which 
is in the Flemish Region don't apply.
