[Talk-ca] New pages creation: GeoBase & Ibycus Topo , to go along with the new chart

I haven't heard any comments from the last low down of my seemingly endless
bantering   :) .. lol   So i wanted to keep you all apprised of what im
doing.

Purpose:
*So then everyone knows, and;
*So anyone can jump in where they feel ive gone too far.  and;
*So to try to be of assistance for the overall OpenStreetMap project, making
a map for everyone to use.
