[Talk-ca] Initial Test Areas to Import GeoBase

I have on hand all of the Canvec distribution files, in GML, for the 
Yukon Territory plus a chunk of the surround in AB,BC & NWT. I'm 
ignorant of the OSM format but can dedicate a machine to running 
conversion scripts if someone else can provide them, or a sample from 
which I can write my own.
