You could have a monitoring script that looked at diffs and tried to detect
some of these things and emailed out alerts. The community could then
fix (and educate users) as they happen.

What about using relations to store store the geobase id. Tag each node in
geobase segment way with a relation that contains the geobase id. That way
you can have multiple geobase segments map to a single OSM way.
