Dear Sam,

I'm not sure I understand your question.  Are you asking if this data
file WAS used to map railways in Canada, or are you asking if it MAY be
used in future?  

I had a quick look for that file and Google found it at University of
Toronto.  The conditions of use linked from there suggest that the file
may not be used for conversion and upload to OSM as the data is
protected by copyright.  

I also had a quick look for railways mapped in OSM locally.  I see some,
but also see that some are missing.  That suggests that OSM users have
not done a conversion and upload from a comprehensive source like the
one you mention.  

So I think that the answers to your questions are "No" and "No".  Are
you asking how railways are being mapped and added to OSM?  I've added
railways by travelling by rail with my GPS and uploading trackfiles, and
by tracing from Y!WMS.  Others may have used other methods.  

Does this cover what you were asking?
