Is there a collected 'lessons learned' from the TIGER import (or any other
bulk import to OSM). Reading over the TIGER pages it looks like they had to
revert the intial import attempt and start over.

At some level the boundaries, hydro and road network can all be dealt with
independently. I agree that the hydro and boundaries should pose fewer
issues than the road network and we should let those move forward while we
are still looking into the best way to handle roads.
