Is operator not provided in the data?  I prefer not adding the operator
tag at all, if we can't fill it correctly.  Here is my reasoning.  It
will take manual intervention anyway to add operator.  noname layer
already finds and highlights similar areas for attention, why not rely
on a nooperator layer, or trainspotters to fix it when inspired?

I prefer snowshed=yes.  It follows the OSM practice of tunnel/bridge=yes
but maintains the important distinction that it is a snowshed.  We can
get the renderers to catch up and approve the snowshed tag later.
