I am done yet with the deletions. I encountered problems with JOSM. The ways
were deleted but not the nodes partially. Therefore, there are thousand and
thousand orphans nodes that have to be deleted by hand.

Of course, it was a proof of concept ;-). I have done : Rimouski, Gaspesia,
Kamploops and Magdelene Islands. For my next boundaries upload, I plan using
the uuid tag to keep the Geobase ID as first proposed by Richard. I think I
prefer geobase:nat_ref. We need to fix this before the next upload.
