[Talk-ca] cleaning up after the GeoBase import

In this case it makes sense to join now, and split as/when required for
route relations/etc. This means we burn a few more way IDs than necessary,
but end up with neater naming on maps.

Don't forget all the other things that can split ways....
  lane count/widths
  directions
  bus/tram routes
  school/playground zones
  speed limits

Did anyone sort out a schema for junction/turn restriction relations yet?
