Yes, we know about that... and we decided that is was better to
preserve all the work that the osm mappers have done, as the
alternative would have been to wipe out the existing OSM road network.

Because of things like extra tags and relations which already exist in
the OSM database (like Bus networks, cycle networks) and long distance
networks, we didn't want to interfer with that.

Fortunatly however, the roads are avaialable as an overlay from the
canvec2osm set that i have, so then anyone can load it, and use it to
help connect the edges.

One of the things, (and perhaps its a good reason) that for the canvec
import, im going the route of having the script available and having
it that people can manually import each .osm feature file at a time,
and then at the same time after that, be going in there and fixing up
the roads.

The "wipe-and-replace" process, did happen in The Netherlands for the
AND import, however, it wipes out So much work that mappers have done,
that it just didn't make sence.  Also, the Tiger import happened back
before alot of other mappers were mapping and filling it in.

So the script for the "automatch" seems to be the best solution, as it
preserves the existing data, and then only adds in the roads that
don't interfere with existing data.  What we also do is keep track,
and have a backup of the full conversion file, so then users can use
it, as an example.   So those actual mappers who drew in the roads in
the 1st place, have the option of removing their own work, ... rather
than making that decision for them.

In short, the decision to preserve the integrity of the OSM data, was
placed at a higher value than that of the Geobase Import Data.

Hope that answers the question (im sure others might also answer it,
as it's a contentious issue that we dealt with before christmas)
