You can't force the renders to do something they don't want to do.

The renderers are designed for rendering maps in a different part of
the world. In that part of the world, countries are tiny little
entities, and if there are subdivisions of the countries they are even
smaller. In Canada, especially Western Canada, we not only have
provinces, but we have counties that could swallow 3 or 4 European
countries whole. We need to have the ability to override the default
zoom levels so that administrative levels get rendered at a reasonable
level for our part of the world.

Or, perhaps a set of rendering rules that would be created for Canada
that would display items at a more reasonable level for the type of
world that we live in. It's not unreasonable to expect that in a
country that encompasses nearly 10 million square kilometres, the
information needs to be depicted at a different zoom level than a
country that encompasses 130 thousand square kilometres (England).

Something needs to be done so that the information can be depicted at
reasonable zoom levels for the size of the area depicted.
