I have:
Added a tag statscan:rbuid that points to the RB_UID from the statscan
data.
Created a addnames_statscan.py script that will take an existing OSM
format input file(with geobase:uuid values) and add the name as a tag. I
think this is what your asking for. I've also left the ability the calls in
geobase2osm to do this as it generates the original way.
These changes are now checked into svn, but I haven't done a huge amount of
testing.
I don't think it would not be hard for someone to extend addnames_statscan
to use the osm way_id to add statscan names to exisitng OSM unamed roads.
Some more testing has shown that 100m works much better than 50m when
matching statscan to geobase roads. In more rural areas many statscan roads
are off by more than 50m.
