[Talk-ca] Provincial highway route relations in Ontario

Mappers of Ontario:
The route relations for provincial highways in Ontario currently have
inconsistent network tags – the ones that I'm aware of have either
network=kings_highway or network=ca_on_primary. We need to decide on a
network tag to use for all primary provincial highways.
