I've recently used polyshp2osm.py, after a bit of tweaking for our 
different set of shapefile records compared to what it was originally 
written for. It's not that hard to understand, even while I never did 
much, if any, python before.

I didn't investigate the other tools. The shapefiles I was working with 
had POLYGON features, so there was no need to go beyond polyshp2osm.py.
